On December 19, 1996, a respected panel of Houston defense attorneys, aerospace industry, and behavioral science experts briefed the Houston press corps on the results of a two-year multi-disciplinary study of the FBI managed operation called "LIGHTNING STRIKE." The federal employees (FBI, DCIS and NASA-IG) who conducted this undercover entrapment operation have been accused of employing methods prohibited by U.S. and International Law, and with violations of suspect’s constitutional rights and human rights. We urge you to review the data gathered by this distinguished panel, and especially the assessment of Dr. Margaret Thaler Singer, Ph.D., one of this nation’s foremost experts on psychological coercion, and lend your support of the efforts to free the "NASA-13."
We urge you to sponsor a federally funded scientific investigation of the use of such interrogation methods by federal police agencies. We recommend the appointment of Dr. Singer to head a task force for this purpose, and that she be permitted to appoint a panel of experts that have no connection with the U.S. government.
In the 1930’s, it was the Republicans who had the strength to appoint the Wickersham Commission to end the widespread use of physical abuse by police, called the "third-degree." Now we need a strong conservative Republican to act to end the psychological "third degree," which, if widespread, is a real danger to our free society.
I think you and your colleagues must know that it will be impossible for the United States to continue to hold itself up as the champion of human rights in the civilized world, while permitting such secret police state methods to be employed against our own people.
